The Tactical Urbanism block was led by architect-urbanists Vyacheslav Ivanov, Sergey Tsarev and Ilya Tokarev.Vyacheslav Ivanov shared his experience of organising festivals that transform the appearance and economy of entire regions. Sergey Tsarev presented his approach to urban transformation, showing that by working with cultural meanings and their carriers, symbolic capital can ultimately be converted into economic capital.
